Call CompletionRCN Discusses Proposals to Improve Rural Call Completion Rates RCN met with Legal Advisors to acting Chairwoman Clyburn, Commissioners Pai and Rosenworcel, and staff members of the Wireline Competition and Enforcement Bureaus on October 23, 2013, to urge the FCC to require data reporting from the first facilities-based long distance carrier that determines the call routing path in its rural call completion Order, unless the originating LEC determines the ultimate call path routing. RCN claimed the requirements currently being considered would capture less useful data from originating LECs, and fail to capture more useful data from actual long distance carriers.BroadbandTechnological Advisory Council Meeting Set for December 9 The FCC issued a Public Notice on October 25, 2013, announcing that its Technological Advisory Council will hold a meeting on December 9, and will review progress on work proposals made at the March 11, 2013 meeting. The TAC is composed of a diverse group of leading technology experts and provides technical expertise to the FCC on the use of broadband to advance national interests and create jobs.NumberingIntelePeer Files Initial Report on VoIP Numbering Trial IntelePeer filed an Initial Report on its VoIP numbering trial on October 25, 2013, pursuant to the April 18, 2013 Order. IntelePeer said because this report is dated prior to the effective dates of the telephone numbers and LRNs, IntelePeer has nothing to report for the specific reporting categories identified by the FCC in the Order.Universal ServiceFlorida PSC Seeks Permanent Waiver of Lifeline Hard-Copy Certification Rule The Florida PSC filed a Petition on October 25, 2013, seeking a permanent waiver of the FCC’s Lifeline rules requiring hard-copy application certifications from ETCs. The PSC said the Florida Lifeline Electronic Coordinated Enrollment process does not have the capability of printing out a hard-copy Lifeline application as required by FCC sections 54.407(d), 54.410(b)(2)(ii), 54.410(c)(2)(ii), and 54.410(e). The PSC claims it would be extremely difficult, if not impossible, to isolate the required certification and application information, create images of these documents and provide them to the relevant ETC.
